外籍华人在中国申请绿卡需要什么条件和材料？

从我国2004年发出第一张绿卡到现在的15年间，中国的绿卡发放量却不到8000张，平均下来一年只有几百张，数量非常小。所以很多外国人认为，中国绿卡是全世界最难拿的绿卡。不过，为了引进更多的外籍人才，和吸纳有意愿归国的海外华人，2019年7月17日，国家移民管理局宣布了一则重磅消息：从2019年8月1日起，12条移民与出入境便利政策将正式施行。全国范围内的外籍人才可享办理签证和永久居留便利，外籍人才申请永久居留对象范围扩大，签发长期签证和居留许可对象范围放宽！

今天我们就来重点说一下外籍华人在中国申请绿卡的需要符合什么条件以及材料（适用于深圳市，其他城市请以当地实际规定为准）。

Today, we will focus on the requirements and materials for foreign Chinese to apply for a green card（Foreign Permanent Residence） in China (applicable to Shenzhen, other cities please apply according to the local actual regulations).

一、申请对象：

具有博士研究生以上学历且持工作类居留许可在深圳企业工作满一年并连续纳税满一年的外籍华人；或持工作类居留许可在深圳企业连续工作满4年、每年在中国境内实际居住累计不少于6个月的外籍华人，可申请办理外国人永久居留。

Applicants:

Foreign Chinese with a doctoral degree or above and have residence permit for work who has worked in a Shenzhen enterprise for at least one year and has paid taxes continuously for at least one year; Foreign Chinese who have worked continuously for at least 4 years in enterprises in Shenzhen with residence permit for work and have resided in China for at least 6 months each year may apply for permanent residence of foreigners.

二、申请材料：

• 1、填写《外国人在中国永久居留申请表》；
• 2、 缴验申请人有效护照及签证证件原件，提交复印件；
• 3、中国政府指定的卫生检疫部门（深圳为皇岗口岸医院）出具的或者经中国驻外使、领馆认证的外国卫生医疗机构签发的健康证明书（自签发日起六个月内有效）；
• 4、经中国驻外使、领馆认证的国外无犯罪记录证明；
• 5、申请人个人简历；
• 6、本人曾拥有中华人民共和国国籍的证明，如原中国身份证、户籍证明、《中华人民共和国退籍证书》、原中国护照等；或提交县级以上侨务部门出具的外籍华人证明函件。
• 7、个人完税证明。纳税时间应为申请之日前连续四年；（若具有博士研究生及以上学历的，提供满一年的纳税证明即可）
• 8、其他相应的证明材料：

  符合具有博士研究生以上学历条件的申请人，须提交：

  • （1）教育学历证明；
  • （2）现工作单位出具的任职证明原件；
  • （3）工作类居留证件以及《外国人工作许可证》；
  • （4）任职单位的注册登记证明和年检证明；如任职单位是外商投资企业的，还应提交外商投资企业批准证书和联合年检证明；

  符合连续工作满4年、每年在中国境内实际居住累计不少于6个月条件的申请人，须提交：

  • （1）任职单位出具的任职证明；
  • （2）工作类居留证件以及《外国人工作许可证》；
  • （3）任职单位的注册登记证明和年检证明；如任职单位是外商投资企业的，还应提交外商投资企业批准证书和联合年检证明；
• 9、公安机关认为必须提供的其他证明材料。

Application documents:

• 1. Fill in the Application form for Permanent Residence in China (for Permanent Residence in China).
• 2. Verify the original copies of valid passport and visa certificate of the applicant, and submit photocopies ;
• 3. Health certificate issued by the health and quarantine department designated by the Chinese government (Shenzhen is Huanggang Port Hospital) or issued by a foreign health and medical institution authenticated by the Chinese embassy or consulate abroad (valid within 6 months from the date of issue);
• 4. Certificate of absence of criminal record certified by Chinese embassies or consulates abroad;
• 5. Applicant's resume;
• 6. Proof that the foreigner has nationality of the People's Republic of China, such as original Chinese identity card, household registration certificate, Renunciation certificate of the People's Republic of China, original Chinese passport, etc.; Or the certificate of Foreign Chinese issued by the overseas Chinese affairs department at or above the county level.
• 7. Personal tax payment certificate.The time for tax payment shall be four consecutive years prior to the filing date; (For those with doctoral degree or above, one year's tax payment certificate is required.)
• 8. Other relevant supporting materials:

  Applicants who meet the qualifications of doctoral degree or above should submit:

  • (1) Educational qualification certificate;
  • (2) The original copy of the certificate of appointment issued by the current employer;
  • (3) The residence permit for work and the Work Permit for Foreigners ;
  • (4) The registration certificate of the employer (such as a copy of the business license, organization code, etc.) and the annual inspection certificate of the current year; If the employer is a foreign-invested enterprise, the approval certificate of foreign-invested enterprise and the joint annual inspection certificate of the current year shall also be submitted

  Applicants who have worked continuously for at least 4 years and have resided in China for not less than 6 months each year shall submit:

  • (1) Employment certificate issued by the employer (certificate issued by the employer that the applicant has worked in Guangdong Free Trade Zone for 4 consecutive years prior to the date of application);
  • (2) The residence permit for work and the Work Permit for Foreigners;
  • (3) The registration certificate of the employer (such as a copy of the business license, organization code, etc.) and the annual inspection certificate of the current year; If the employer is a foreign-invested enterprise, the approval certificate of foreign-invested enterprise and the joint annual inspection certificate of the current year shall also be submitted
• 9. Other supporting materials that the public security organ deems necessary.
