关于暂停部分国家入境中国的通知

自中华人民共和国外交部、国家移民管理局9月23日发布的自9月28日起允许持有效中国工作类、私人事务类和团聚类居留许可的外国人入境公告，已过去一个多月时间，这期间也是很多符合情况的外籍人员纷纷在居留许可过期前返回中国。但是随着近期国外疫情的反扑，相关部门近日又开始将入境政策收紧。

It's been more than a month since the Ministry of Foreign Affairs of the People's Republic of China, the state administration of immigration released the announcement on September 23, which allows the foreigners holding with valid working residence permit, private affairs residence permit and reunion residence permit to entry China since September 28. So a lot of foreigners flow in to China on their valid residence permit. However, with the recent outbreak of foreign epidemic, relevant departments recently began to tighten the entry policy.

中国驻英国、法国、意大利、比利时、俄罗斯、菲律宾、印度、乌克兰、孟加拉国等国大使馆4日和5日分别发布通知，暂停在这些国家人员持目前有效中国签证及工作类、私人事务类和团聚类居留许可入境中国。

Chinese embassies in the UK, France, Italy, Belgium, Russia, the Philippines, India, Ukraine, Bangladesh and other countries issued notices on 4th and 5th Nov., temporarily suspending the entry of people with valid Chinese visas and residence permits for work, private affairs and family reunion.

欧洲Europe：比利时 Belgium；法国 France；意大利 Italy；俄罗斯 Russia；乌克兰 Ukraine；英国 UK

亚洲Asia：印度 India；孟加拉国 Bangladesh；菲律宾 Philippines

通知表明，这是中方为应对当前疫情不得已采取的临时性措施。中方将根据疫情形势及时作出调整并另行发布通知。

These notices show that it is a temporary measure that China has to take in response to the current outbreak. China will make timely adjustments and issue further notice in light of the epidemic situation.

持外交、公务、礼遇、C字签证人员不受影响。外国人如确有特殊紧急赴华需要，可向中国使（领）馆申请签证。其中，中国驻英国、法国、意大利、菲律宾、印度、俄罗斯等使馆提到2020年11月3日后签发的签证赴华入境不受影响。中国驻孟加拉使馆提到2020年11月5日后签发的签证赴华入境不受影响。

Holders of diplomatic, official, courtesy or C visas shall not be affected. Foreigners who have special needs for emergency travel to China may apply for visas at Chinese embassies (consulates). Among them, the Chinese embassies in the UK, France, Italy, the Philippines, India and Russia mentioned that visas issued after November 3, 2020 would not be affected. The Chinese Embassy in Bangladesh said that visas issued after 5 November 2020 will not be affected.

此类通知一出，无疑对国内招聘外籍人员的用人单位造成了很大的影响。还请需聘请外籍员工的用人单位，根据实际情况进行招聘，以免造成时间及成本上的损失。
