第一步，取得《户口注销通知》
Step 1，obtain the Notification of Residence Cancellation

一、申请条件 Application conditions

深圳户籍居民，已合法取得外国国籍或者已合法取得外国、香港、澳门永久居留权。

Residents with registered residence in Shenzhen have legally acquired foreign nationality or the right of permanent residence in foreign countries, Hong Kong and Macao.

二、申请方式 Application method

由本人到深圳市公安局出入境管理局申请；未满十六周岁的，须由父（母）到深圳市公安局出入境管理局申请，提交出生证（或证明亲属关系的法定文件）和监护人的身份证件及复印件；如父母离异的，须由小孩的法定监护人到场申请，提交出生证（或证明亲属关系的法定文件）、子女抚养权协议书（或证明子女抚养权的法定文件）和监护人的身份证件及复印件；疫情期间，因本人在境外无法入境的，可委托境内的亲属朋友代办，提交经公证的授权委托书原件和代办人的身份证件及复印件，现场提交材料时需与本人视频核实情况。对于代办的申请，受理机关认为必要时可要求面见申请人，并对申请人进行必要的询问。

Apply in person to the Exit and Entry Administration Bureau of Shenzhen Public Security Bureau; For those under the age of 16, their parents must apply to the Exit and Entry Administration of Shenzhen Public Security Bureau and submit their birth certificate (or legal documents proving kinship) and guardian's identity card and photocopy; If the parents are divorced, the legal guardian of the child must apply at the scene and submit the birth certificate (or the legal document proving the kinship), the agreement on the custody of the child (or the legal document proving the custody of the child) and the guardian's identity card and photocopy; During the epidemic, if I cannot enter the country because I am abroad, I can entrust my relatives and friends in China to handle it on behalf of me, and submit the notarized original power of attorney and the ID card and copy of the agent. When submitting the materials on the scene, I need to verify the situation with my video. For the application handled on behalf of the applicant, the accepting authority may request to meet the applicant and make necessary inquiries to the applicant when it deems necessary.

三、申请材料：Application materials

（一）填写《注销户口通知申请表》（可在公安局官网https://msjw.ga.sz.gov.cn/crj/portal/html/articleIndex.html下载），粘贴2寸彩色近照一张；

Fill in the Application Form for Cancellation of Household Registration Notice (available on the official website of the Public Security Bureau https://msjw.ga.sz.gov.cn/crj/portal/html/articleIndex.html Download), paste a 2-inch color recent photo;

（二）深圳居民身份证、户口本；（如无，请到户口所在派出所开具“户籍证明”）；

（三）以原户籍身份所办的中国出入境证件原件；（公安机关需注销）

（四）与申请事由相应的证明材料

• 1、取得外国国籍的，还须提交：
  • （1）最近一次入境使用的外国护照、中国签证证件及入境验讫章；
  • （2）加入外国国籍前使用的中华人民共和国护照；
  • （3）其他相关的入籍证明（如：入籍归化书、移民登记证明等）；
  • （4）以中国公民身份申请的中国出入境证件原件（需要被注销）。
  Those who have obtained foreign nationality, the following documents shall also be submitted:
  • (1) Foreign passport, Chinese visa certificate and entry verification stamp used for the last entry;
  • (2) The passport of the People's Republic of China used before joining the foreign nationality;
  • (3) Other relevant naturalization certificates (such as naturalization certificate, immigration registration certificate, etc.);
  • (4) The original Chinese entry and exit certificate applied for as a Chinese citizen (needs to be cancelled).
• 2、取得国外永久居留权的，还须提交：
  • （1）有效的中华人民共和国护照；
  • （2）有效的国外永久居留权证明（如绿卡等）；
  • （3）最近一次回国入境验讫章；
  Those who have obtained the right of permanent residence abroad must also submit:
  • (1) A valid passport of the People's Republic of China;
  • (2) Valid certificate of permanent residence abroad (such as green card);
  • (3) The seal of the last return and entry inspection
• 3、取得香港、澳门永久居留权的，还须提交：
  • （1）香港、澳门永久居民身份证；
  • （2）因在港澳学习、工作等原因取得永久居留权的，提交往来港澳通行证及逗留签注；因投资移民等原因取得永久居留权的，提交中华人民共和国护照及投资移民证明；
  • （3）最近一次回国入境验讫章
  Those who have obtained the right of permanent residence in Hong Kong and Macao shall also submit:
  • (1) Hong Kong and Macao permanent resident identity cards;
  • (2) For those who have obtained the right of permanent residence due to their study and work in Hong Kong and Macao, they shall submit the permit to and from Hong Kong and Macao and the stay endorsement; For those who have obtained the right of permanent residence due to investment immigration and other reasons, submit the passport of the People's Republic of China and the certificate of investment immigration;
  • (3) The seal of the last return and entry inspection

（五）未成年人因取得境外永久居留权注销深圳户籍的，还需要提供以下申请材料：

• 1、申请人出生证明；
• 2、父母双方身份证件及户口簿；
• 3、父母婚姻法律文书（如结婚证；离婚证及离婚协议书、法院判决书或调解书）；

Minors who have obtained the right of permanent residence abroad to cancel their registered residence in Shenzhen shall also provide the following application materials:

• （1）Applicant's birth certificate;
• （2）Identity documents and household register of both parents;
• （3）Legal documents of parents' marriage (such as marriage certificate, divorce certificate, divorce agreement, court judgment or conciliation statement)

（六）出入境部门认为必要的其他证件

四、受理机关 Acceptance authority

深圳市公安局出入境管理局（深圳市罗湖区解放4016号）

第二步，取得《户口注销通知》后，预约公安局分局派出所进行户口注销
Step 2: After obtaining the Notification of Residence Cancellation, make an appointment with the police station of the Public Security Bureau to cancel the Residence registration.

出国（境）定居注销户口申请材料：

• 1.申请人居民户口簿（核原件，不收复印件，属集体户人员不需提供首页）；
• 2.申请人居民身份证（收缴原证）；
• 3.在国外未入籍或无居留权，申请退出中国国籍，提供出入境管理部门签发的《注销户口通知》（收原件）和公安部签发的《中华人民共和国退籍证书》（核原件，收复印件）；
• 4.在国外已入籍或有居留权，提供出入境管理部门签发的《注销户口通知》（收原件）；
• 5.在香港、澳门地区未取得合法身份，现出入境管理部门已批准单程前往定居的，提供出入境管理部门签发的《领取出境定居证件通知书》（核原件 ，收复印件）；
• 6.以探亲、旅游、商务、公务等非定居事宜出境前往香港、澳门地区，已取得当地永久居留权，提供出入境管理部门签发的《注销户口通知》（收原件）或《领取出境定居证件通知书》（核原件，收复印件）。

Application materials for cancellation of residence registration for residence abroad:

• 1. The applicant's household register (check the original, do not accept the copy, and do not need to provide the first page for the person who belongs to a collective household);
• 2. The applicant's resident identity card (the original card is collected);
• 3. For those who have not been naturalized or have no right of residence abroad and apply for withdrawal of Chinese nationality, provide the Notice of Cancellation of Household Registration issued by the entry-exit administration department (original copy) and the Certificate of Withdrawal of the People's Republic of China issued by the Ministry of Public Security (original copy, copy copy);
• 4. For those who have been naturalized or have the right of residence abroad, the Notice of Cancellation of Household Registration issued by the entry-exit administration department shall be provided (the original copy shall be received);
• 5. For those who have not obtained legal status in Hong Kong and Macao and have been approved by the exit and entry administration department to go to settle in one way, the Notice of Obtaining Exit and Settlement Certificate issued by the exit and entry administration department shall be provided (check the original and receive the copy);
• 6. If you have obtained the right of permanent residence in Hong Kong and Macao when you leave the country for non-residence matters such as family visit, tourism, business and official business, you should provide the Notice of Cancellation of Residence (original copy) or the Notice of Obtaining Exit Residence Certificate (original copy, copy copy) issued by the entry-exit administration department.

There are two ways to make reservations:

1. Log on to the Internet "Shenzhen Public Security Bureau Minsheng Police"（ http://msjw.szga.gov.cn/ ）

2. Follow the "Shenzhen Public Security" WeChat official account (WeChat: szga-110) and click "government service - residence appointment"

委托代办申请条件及流程：

办理我市户政业务的申请人，因特殊情况本人不能到场，可通过“深圳公安—政务服务—委托代办”栏提交申请 ，由他人代办相关业务。同一被委托人一年内被授权不得超过5次。居民身份证业务的申请人须满16周岁，其余业务的申请人须满18周岁；受托人须满18周岁。

申请成功后，系统自动生成委托代办受理编号，委托人或受托人在“户政预约”栏预约成功后，受托人带本人居民身份证和相关业务材料及委托代办受理编号，前往对应户政窗口办理即可。

Application conditions and process of entrusted agent:

If the applicant who handles the household administration business in our city cannot be present in person due to special circumstances, he/she can submit the application through the "Shenzhen Public Security - Government Affairs Service - Entrusted Handling" column, and the relevant business can be handled by others. The same trustee shall not be authorized more than 5 times in a year. Applicants for resident identity card business must be at least 16 years old, and applicants for other businesses must be at least 18 years old; The trustee must be at least 18 years old.

After the application is successful, the system will automatically generate the acceptance number of the entrusted agent. After the trustor or the trustee has successfully made an appointment in the "Household Administration Reservation" column, the trustee can bring his/her resident ID card, relevant business materials and the acceptance number of the entrusted agent to the corresponding residence administration counter for processing.
